Dear Members,


Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal was the result of a global awareness of the risk and damage to human health and the environment caused by hazardous wastes.  Thailand has ratified the Convention since 1997 (B.E. 2540).  Pollution Control Department (กรมควบคุมมลพิษ) is the Focal Point representing Thailand and coordinating with other government agencies concerned.  Department of Industrial Works (กรมโรงงานอุตสาหกรรม) is the Competent Authority as the law enforcer and regulator.


Over the years, we have all encountered problems and damages from shipments of hazardous wastes.  There were cases of misdeclaration or cargo being abandoned by consignees.  We do have shipments of commercial waste cargo, but how could we differentiate them from hazardous wastes controlled by the Basel Convention?  We must try all means to keep abreast with latest information and knowledge to better prepare ourselves in alleviating potential problem shipments.


BSAA is pleased to organize a one-day seminar on the Basel Convention onWednesday, 22nd June 2016 at the Narai Hotel.  Members will have a chance to learn about what Thailand, as a signatory to the Convention, is obligated to do under the commitment to the Basel Convention, the exact definition and classification of hazardous wastes under the Basel Convention control.  We will be updated on latest developments from international conferences on this subject.  We will also have the  chance to learn why the Basel Protocol on Liability and Compensation for Damage Resulting from Transboundary Movements of Hazardous Wastes and their Disposal, which was agreed since 1999, has still not been enforced.  We are privileged to have high level officials from both the Pollution Control Dept. and the Dept. of Industrial Works to conduct the seminar.
